Guidelines for Post-Earthquake Repair and Retrofit of Buildings Based on Assessment of Performance-Critical Damage

Published: 1 May 2025

This document provides guidance for identifying buildings that require repair or retrofit after an earthquake.

The document summarises repair strategies to achieve necessary performance objectives, updates previous FEMA guidance for reinforced concrete wall buildings, and extends the scope to include concrete frame systems.

The guidelines are consistent with modern building practices and seismic performance understanding. While not establishing policy, the guidelines (FEMA P-2335) offers technical criteria to support implementation of post-earthquake repair and retrofit policies, such as those in the International Existing Building Code (IEBC).

Intended users include engineers experienced in seismic design and assessment, and building officials overseeing such projects.
